Joseph P. McMenamin, MD, JD, FCLM

Dr. McMenamin is the Principal at McMenamin Law Offices, PLLC, in Richmond, Virginia. He is also Executive Vice President and Chief Legal Officer, W Medical Strategy Group, and Co-Founder and CEO, Civic Telehealth, LLC. He has over 30 years' experience in representing and advising health care providers, life sciences companies, telemedicine concerns, and food companies. Joe has defended these organizations against a variety of allegations in state and federal court. He currently assists clients on an array of regulatory and reimbursement issues, licensure, informed consent, contract matters, risk management, privacy, and the legal issues implicated by augmented intelligence. For much of his career, Joe was a partner at a large international law firm, before launching his own solo law practice in 2013.
Previously, Dr. McMenamin practiced emergency medicine at hospitals in Pennsylvania and Georgia on a part-time and full-time basis over a seven-year period overlapping his specialty training and legal education. He presently serves as general counsel to the Virginia Telemedicine Network, and as a member of the Legal Resource Team for CTeL, the Center for Telehealth and eHealth Law. Joe is an associate professor of Legal Medicine at Virginia Commonwealth University's Medical College of Virginia and a former member of the Boards of Directors of the Medical Society of Virginia Insurance Agency and of the Richmond Ambulance Authority. He also serves as Editor-in-Chief, World Asian Medical Journal, and as a member of the Board of Governors of the Virginia State Bar Health Law Section.
Dr. McMenamin has authored or co-authored hundreds of articles and book chapters on a wide array of topics pertinent to the fields alluded to above as well as on other subjects. He has also given hundreds of presentations at local, state, national, and international meetings of lawyers, doctors, risk managers, business continuity experts, regulatory professionals, and other groups on topics pertinent to his areas of expertise.
Dr. McMenamin graduated summa cum laude from Washington and Lee with a BS in chemistry in 1974, with an MD from the School of Medicine at the University of Pennsylvania in 1978, and with a JD from the School of Law at the same institution in 1985. He trained in internal medicine at Emory University and Grady Memorial Hospital in Atlanta from 1978 to 1981. He is board-certified in Legal Medicine and a Fellow of the College of Legal Medicine.

Tampa, Florida After medical school Dr. Lewis joined the U.S. Air Force, completed a transitional internship and spent the next four years at Offutt Air Force Base in Omaha, Nebraska, where he worked in Aviation Medicine as a Flight Surgeon. He had many positive experiences, ranging from medical care of the pilots and their families to traveling the globe in support of military operations to flying in F-16 fighters.
He then returned to his native Florida as one of six members of the inaugural class of the USF-MPM Family Medicine Residency program in 1998, serving as Chief Resident from 2000-2001. Dr. Lewis joined the faculty after graduation and held the position of Medical Director from 2007 until 2012. During his tenure as Medical Director he led the Turley Family Health Center team in achieving NCQA certification as a Level 3 Patient Centered Medical Home. This recognition in 2011 was the 1st Residency Practice Site in the State of Florida to achieve certification. He was also one of the lead Physician Informaticists in the Baycare Health System during the implementation of its inpatient electronic medical record and chaired the Internal Medicine and Critical Care Committees. Additionally, he received the Certified Physician Executive designation in 2013 from the American College of Physician Executives
He has a passion for clinical medicine and has for several years in a row been listed in the Best Doctors in America database as elected by his peers. His clinical interests include informatics, inpatient medicine, geriatrics and dermatology.
In his spare time, he enjoys camping and spending time with his wife and two young daughters. He loves water sports, scuba diving and the local beaches.

Miami, Florida - As far as vacation destinations go, Miami tops most sun-seekers’ lists. With its gorgeous beaches, vibrant neighborhoods and melting pot of cultures, the Magic City is the perfect place to spend a few days before your Caribbean island hop. Ahead of your cruise from Miami, jump-start your morning in true Miami style with a Cuban cafecito from a ventanita — a streetside shop window. Then climb the historic lighthouse at Bill Baggs Cape Florida State Park on quiet Key Biscayne before lounging on the island’s secluded sandy shores. If you’re looking for a bit more action, head to South Beach — home to world-class restaurants, nightlife, shopping and lively beaches, all set against snap-worthy Art Deco buildings. Art lovers who visit Miami can head to Wynwood and explore the neighborhood’s colorful street murals and local galleries. Or take a trip back in time at the Renaissance-style Vizcaya estate, which offers a glimpse into Miami’s dazzling past.

At Sea - Cruising - Cruising

Philipsburg, St. Maarten - The capital of the Dutch side of St. Maarten is the town of Philipsburg, though St. Maarten is an island with two distinct sides. To the north is the French side, whose capital is Marigot, while Philipsburg sits on the southern part of the island. When exploring on cruises that go to St. Maarten, it’s important to visit both sides to understand their customs and heritage.

You’ll quickly be charmed by all sides of the island. Of course, this Caribbean island is best known for its beaches, like Maho Beach or Great Bay Beach, one of the area’s best snorkeling spots. Sample local seafood or rum during your time in port, which have become symbols of St. Maarten life. There’s just enough to fill the day here, especially if you hop between the French and Dutch beaches.

Charlotte Amalie, St. Thomas, U.S.V.I. - Named after a Danish Queen, Charlotte Amalie has one of the most breathtaking deepwater harbors in the world. The key sights of Charlotte Amalie are located within the town centre, making it easy to combine sightseeing with St. Thomas’ fantastic shopping opportunities. Eighteenth century architecture provides the perfect backdrop for walking tours and shopping here in the "Duty Free Capital of the World." For a dose of history, visit Emancipation Park, the American-Caribbean History Museum, or Bluebeard the pirate's castle at Magen’s Bay. If tropical bliss is what you're after, head to any of Charlotte Amalie’s pristine beaches, where the warm water, white sands and palm trees will lull you into deep relaxation!

Coco Cay, Bahamas - Located in the middle of the Caribbean's bright blue water lies the secluded island of CocoCay. With its white-sand beaches and spectacular surroundings, CocoCay is a wonderland of adventure.
